 Subject: Complaint – Harassment and Stalking

To: Federal Bureau of Investigation (FBI)

Reason for contacting you: Please read the following information carefully. You will be able to see that this concerns organized criminal activity carried out by a gang. These individuals use electronic means to invade our privacy and the privacy of our neighbors. In doing so, they are violating federal laws and FCC regulations concerning the electronic monitoring of people in the privacy of their homes. You will find all the details below.

It all began when I was alone in my bedroom and suddenly heard a voice say something like, “Kill yourself because they are going to torture you.” Because of my condition of paranoid schizophrenia, I thought it was directed at me. I believed that the neighbors were somehow warning me about what was going to happen to me. Immediately, without thinking about anything else, I grabbed a rope so that I could hang myself on the terrace. Fortunately, the suicide attempt failed because when I dropped myself, my feet touched the ground. However, the rope tightened enough to leave a red mark on the side of my neck.

Coincidentally, I had an appointment that same day with Dr. Arroyo, my psychiatrist. I did not tell anyone about the voices or my suicide attempt. However, the doctor noticed my neck and asked me what had happened. I had no choice but to tell her what I had heard and what I had done. She explained to me that the voices I heard were part of my condition. I insisted that I was not hearing voices and that what I had heard was real. She continued to insist otherwise. Eventually, I was hospitalized at the Veterans hospital because of the suicide attempt. I do not remember exactly when this happened, but I estimate that it was approximately nine years ago. For additional information and more accurate dates regarding the events mentioned in this document, please refer to my medical records with Veterans Affairs.

I have been hospitalized several times and have attempted suicide on more than five occasions. I went through a period in my life when I was completely confused and disconnected from reality. Little by little, I have been recovering through group therapy, psychiatrists, social workers, psychologists, and others. Only now do I feel strong enough to confront this situation and put a stop to these people, who have not only been harassing us but have also threatened us with torture and death.

During one of my hospitalizations at the Veterans hospital, I had the sensation that I was thinking out loud. I asked the doctors and people close to me whether I was talking to myself like a mentally ill person, but no one gave me a definite answer. It was not until I heard someone say, “He is hypnotized,” that I became aware of it and thought they were referring to me. I tried several times to verify this by thinking in front of a mirror and recording myself on video and on the computer. To my surprise, I could neither see nor hear what I was thinking, but I still knew that something had happened to my mind.

I may go off topic in several parts of this document. The reason is that I do not want to leave anything out. I had a girlfriend who, like me, is also a mental health patient. We met at MEPSI Center. We became boyfriend and girlfriend, and as a couple we had sexual relations. During the time we were together, I did not know that I was being followed and harassed when she and I were together. In other words, I believe that my girlfriend and I were recorded while having sexual relations on many occasions. How do I know this? As I improved and became aware of what was happening, I began thinking about things I had heard while I was with her, and therefore I came to the conclusion that we were being recorded while having sex. I want to emphasize that these people knew very well that both my girlfriend and I were mental health patients, and yet they still recorded us during some of the most intimate moments a couple can have.

I did not have the opportunity to tell my girlfriend what had happened. By the time I became aware of what was happening, she and I had already separated. I broke up with her because I no longer loved her the way I once did, and having sexual relations was no longer the same. I tried to maintain a friendship, but her mother objected because apparently my ex-girlfriend became emotionally distressed.

Attempted Murder: On one occasion, I woke up in the morning and heard a sound and smelled propane gas. I got out of bed and searched inside the house and looked through the windows, but I did not see anyone. I thought it was part of the hypnosis and went back to bed. The following night I experienced the same thing again. I checked the house, saw nothing, and went back to sleep. I believe this constitutes another crime committed by these people, who attempted to kill us either by poisoning us with gas or with the intention of setting us on fire.

Some of the things they say: “They’re going to…,” “you’re screwed,” “your mother,” “your brother,” “they’re going to kill you,” “son of a bitch,” “we’re going to…,” “for a long time,” “everyone,” “you like…” and many other phrases. Most of the time, they repeatedly say phrases such as those mentioned above. This happens so often that it is completely impossible to estimate how many times during the day and/or night they insult us, play with words, or make threats.

Everything: Everything that happens in our home—secrets, personal matters, issues involving minors, health and mental health patients, sexual relations, and family matters—has been heard by these people, regardless of how sensitive or personal the subject may be. Family gatherings, celebrations, and days of mourning are some of the most intimate moments in which these people have interfered with our affairs.

The “voices” have to be transmitted from somewhere, and I believe this is being done from the home of one or more neighbors. To me, this is logical because the voices cannot simply come from nowhere. I believe they have a system that allows them to transmit and listen not only to what happens in our home, but also to what happens and is discussed in the homes of the neighbors surrounding us. I believe this because it would be impossible for them to hear only us and not the other people whose properties border ours.

I want to emphasize that minors have lived in this household and that there is still one person who is legally considered a minor or dependent person, my aunt, who has an intellectual disability and therefore has been treated as such by the courts of Puerto Rico. The neighbors and their children are also being affected. If minors are having their right to privacy violated, I believe this may also constitute abuse of minors.

Crimes: I am not a prosecutor or an attorney, but I can state that I believe these people are aware of the offenses they have committed and of the suffering they have brought upon our family through this harassment, if it can even be described simply as harassment. Acts such as burglary or unlawful entry, insults, defamation, attempted murder, abuse of minors, HIPAA violations, abuse of mental health patients, invasion of privacy, stalking, death threats, bodily harm, among others.

I do not know whether the FCC is also involved in this matter, since I believe these individuals are electronically listening to everything that happens here without any legal authority. I have made them aware of all of these alleged violations because I believe they are listening to us 24 hours a day. Even so, they do not stop and reconsider what they have done, what they are doing, or the crimes I believe they have committed. I fear that they are not satisfied with what they have done so far, and that the only thing that may satisfy them and perhaps end the harassment is my murder.

How they found us: On several occasions, Channel 11 broadcast movies containing nude women and profanity. This led me to file a complaint with the FCC in the United States. The FCC advised me to send them video footage of the movie that was aired, titled Showgirls, as evidence. I made the mistake of complaining directly to Channel 11 by email. I believe that through this they obtained my Internet Protocol (IP) address and that a hacker accessed my computer and obtained my home address. I believe they then began listening to me in order to prevent me from continuing with my complaint to the FCC. When I realized what I believed was happening, I insulted them from my bedroom because I believed they had invaded our privacy.

Unknown Individuals: Apparently, I came to believe that it was not Channel 11 that was listening to us, but unknown individuals who have been following us ever since. However, I do not understand how these people would have found our home unless it was somehow connected to Channel 11. They would not simply appear out of nowhere and say, “Let’s choose this house to harass.” In my view, they already had an agenda, and that agenda was blackmail. Remember: “Kill yourself or we are going to torture you.”

At this very moment, while I am writing this document, I feel that I am being harassed. Because I believe my family and I are being monitored, I believe these individuals can hear everything we do. I believe they know everything about us—where we live, where we go, and where we might be. I fear that one day they may kill me or a member of my family in retaliation.

My hope: I only hope that this complaint will be taken seriously and not dismissed simply because I am a mental health patient. Please give me the opportunity to present what I have experienced and the information I have written here. I hope that, through an appropriate investigation, the facts can be determined and any individuals who may be violating the law or the privacy and safety of others can be stopped. If possible, I would like the neighbors to be interviewed and, where appropriate, asked to provide sworn statements.

During any investigation involving the neighbors, please keep in mind my concern that communications may also be monitored, including communications involving law enforcement. I do not intend to tell you how to do your job; these are simply concerns and suggestions that you may take into consideration if you believe they are relevant.
